An Email To The SEC Chairman:

Hello,

I'm Allison Mobley, CEO of a startup called Author Investments looking to sell modern day "Bowie Bonds" http://www.bbc.com/news/business-35280945 backed by author catalogs rather than musical ones.

The startup is only a few days old and we've already received interest from investors in regards to guiding our course moving forward, and their advice was try to make a contact as high up in the SEC as possible as they would know best how to advise our going about creating these securities, so here I am.

I'm a programmer, please tell me where to start.
