No, he has described a specific situation which the supposed victim calls "date rape" but was in fact "belated regret". Which is arguably one of the possible cases when somebody is accused of date rape. People lie, women included. Or want to trap/hurt/blackmail/whatever others:

Which is what the article and title shows him as having said.
Also this reads more like defamation/gossip than actual news -- and all printed out of the blue based on something he wrote in 1995. Why exactly is this in the news? "He supported Trump now, so let's bring out his dirty laundry"? That's beyond yellow press level.

First off, there's the quick shout-out to Trump. Just so you know that you should hate Thiel, because he's associated with Trump, who is bad. Oh, and to implicitly associate Trump further with the rest of the hit piece. Two-for-one here.
And the meat of the issue - the entire point Thiel was trying to make was about how to classify "drunken sex that a woman later regrets". Should we call it rape or date rape? It has some of the characteristics we expect, but lacks many, and there's a thorough and nuanced discussion you could have about it. That discussion isn't going to be found here, though because it's a hit piece. We're just going to assume our categorization is correct, and then use our reader's assumptions to imply that Thiel was talking about a more central example of date rape.
