I find the whole idea abhorrent, people would be working then handing their wage back to their employer for their food, rent, utilities etc. It seems very dystopian.

Problem is, that area is enveloped by bumper-to-bumper traffic on both the U.S. 101 side and the CA 84 (Dumbarton Bridge approach) side. And CA 84 to the west just dumps into U.S. 101 anyway.
