I see these vehicles on SF roads everyday and wonder how they are allowed legally on the roads by DMV / City?

Here are some of the characteristics of these cars -

- Their brakes wear our every few months and don't work well

- There are no seat belts, air bags, no safety features whatsoever

- There are no rear lights and definitely no break lights

- When going uphill, these cars wobble 2 feet either way

- When going downhill, the brakes don't work

- They have a max speed of 15mph, which reduces to 5mph when going uphill

It annoys me that the city does not create dedicated lanes or any infrastructure, throws bike icons on roads meant for cars and calls itself bike friendly city.
