Ask HN: Why don’t we treat cyber warfare as an act of war?

It seems like nation states hacking US electoral systems could be interpreted as an act of war. Why doesn’t the US respond militarily? Not advocating for this, but curious how we arrived at this precedent.

Probably same reason we don’t treat social media as tobacco companies and same reason psychological abuse is treated differently than physical abuse.
