Oh boy, title starts with "Open Source vs Commercial", and then the article entirely talks about paying for hosting/support/... or not, as if that's the same thing...

Note that this is about free software as in "free beer". The original title of the article is clearer in that regard.

That said the article is mostly the old "OSS is only free if you don't value your time" mixed with a couple weird assumptions; for example that free OSS and paid (support) services exclude each other.
