This is a desperate attempt by fading print based companies trying to replace that income by a tax on us all.
Facebook could pay 1 cent per click and pass that to the facebook subscribers, (weekly/monthly total clicks via credit card ??). Few would pay, choosing not to click. doing this they hope to attack the upstream FB revenue stream in a bulk manner.
