What are the best open source Text to Speech (TTS) APIs?

Paid services include AWS Polly, Google Cloud TTS, Twilio Voice, and many others. Curious if anyone knows of any good open source projects out there worth a look.

The's a web speech standard so you can use tts in the browser without these services but Apple of course decided not to implement TTS for safari.
