Is it just me, or does the article amount to "a huge intelligence community is gathering intelligence data on a huge scale"?

Perhaps the article's target audience is the young and naive? Because as "news", it seems right up there with "most teenage boys think very often about sex".

Exactly. And there are certainly masses of data collected by Western countries’ intelligence agencies on China. It’s what they do.
