This seems to have a lot more to do with a single order shipment than whether or not Google Fi is a scam.
But to say the obvious: no, Google Fi is not a scam. I have ordered many things from google’s store successfully, and I’ve used Google Fi for all my phones for years.
The support staff is also unable to change or cancel my order. I am forced to wait unconditionally without any possibility of getting a refund. At this point I just want to cancel my order, what recourse do I have?
