When you stop thinking about money as a problem. When there is always just as much money in your bank account (or maybe a bit more) since the last time you bothered to look.

In other words, there is no set set amount, you are "RICH" when you have "ENOUGH".

Or as the old joke says "If you have to ask how much it is, you can't afford it."
