In Kazakhstan specifically, Russia deployed peacekeeping forces to stifle protests against the local government a bit over a year ago. Gratitude has poor staying power in global politics though, and it's unclear whether Russia has the resources for another such intervention.
It sounds like this is an issue over unpaid debts, and Kazakhstan mostly seized infrastructure which isn't going anywhere. So they're probably just changing the locks until they get paid.
The news is that they might have been too scared to do something like this in the past. Maybe they don't think that Russia will stick its neck out for the sake of Roscosmos' finances right now.
