I like the intention. You are describing an intelligent person however. They will likely be smart enough to not run for deep state leader knowing that regardless of their goals or policies they will be obeying the will of the actual people in power the ones with the purse strings for most of their time in office. I think this is one of the many reasons we have never seen someone with the characteristics you describe pulling this off. Most are wheelin' back-room dealin' or war-hawks.
