Signals intelligence agencies have been going after telcos since the dawn of time. That the Chinese intel services pretty much own the U.S. telco industry should suprise nobody.

As taxpayer I'd be absolutely livid if the agencies I was funding weren't doing this, and I'm sure Chinese citizens feel the same way.
