Whose job is it to ensure frontier models are trained on new programming languages/frameworks?

The current solution, as the author suggests is to use Rubocop and let it be known in AGENTS.md.

I don't know if frontier models can be trained/finetuned just-in-time, if so, we need something equivalent of SEO in surfacing information to frontier models - theres a business opportunity here, perhaps.

It hasn't yet stolen enough Ruby 4 code.
