I live in Poland and some of my friends works remotely for companies from States and Western Europe, since cost of living here are not so bad and however domestic salaries are good compared with other trades (not suprisingly). For example, as developer with two years of experience I get about about 1.2k$ monthly. 2k$+ are considered in society as very well and best guys in IT are paid 4-6$. Probably you can find cheaper guys going more East (Ukrainian, Kazakh, maybe Russian).

Depending on technology, in Poland we have FB groups - JS is most active: https://www.facebook.com/groups/jsjobs/ there's also JVM one: https://www.facebook.com/groups/1516831978539851/ - you can freely write you offer there. Others as well, but I'm not into it. Linkedin also is quite popular for people, who are looking job (or recuiters), but most of them are probably targeted for local jobs.
